
A $4.7 million retail redevelopment plan could breathe new life into ‘The Old Factory’, Woodend.
The proposal for 30 Brooke Street includes a 40-stall market, 75-seat licensed restaurant and tavern, but seeks a waiver for 250+ car parks.
Proponents intend the site to become a “tourist destination” and community space supporting trade for local artisans, while also providing jobs in hospitality.
The site would also offer office space and further space options for community groups/clubs, performing artists and functions.
The proposal is expected to attract a demand for 255 car spaces at its peak but proponents argue a survey of existing car parking in the area revealed “at least 314 available at any one time”.
While 15 bicycle parking spaces will be incorporated there is no plan to provide additional car parking.
As it stands, the site with vacant shedding has been labelled “an eyesore” and is located in an underutilised industrial area, 600 metres east of Woodend’s town centre.
Optimism for revitalising the area is strong-felt but the proposed activity without additional car parking could create headaches for neighbouring residents, say those objecting to the plan.
Woodend resident Dr Maxwell Winchester said the lack of parking would force patrons to access and park along nearby residential streets not equipped for the traffic increase.
“The neighbouring streets that would be used for parking usually have a handful of cars down them a day – not 200,” he said.
“Such a large retail outfit should never be on the outskirts of a town. It’s going to take away a lot of foot traffic from existing businesses. The concept is great, but this is the wrong location.”
Submissions to the proposal are currently open. The plan is expected to go before Macedon Ranges Shire councillors.
